Wine, water, short ribs, onions, carrots, oil, salt, pepper, herbs and vegetables. All in the pressure cooker.

Sear & roast the large sides of the meat in vegetable oil in the pressure cooker without the lid on.
When all the meat is browned and in the pot, add in the carrots and onions, wine and water.
Attach the pressure cooker lid and lock it.
Cook on high pressure for 30 minutes.
